Health Care Services in the West Island

Québec's universal health care plan is well known for its extensive coverage and quality service.
All Québec residents receive most health care services with no fees. A Health Insurance Card, your sun card, or "Carte Soleil", is issued for each member of the family. (This card must be presented every time you seek medical services). Application forms are available through the Régie de l’assurance maladie du Québec (864-3411). A photograph of each applicant will be required, except for children under 14 and persons over 75 (these can be taken at photo studios or in some pharmacies). There is a small fee for having your picture taken. Identification documents and proof of residence are required. The identification documents (original) can be:
- a birth certificate or Canadian citizenship certificate
- certificates or permits issued by Canadian and Québec immigration authorities for each person to be registered
- documents required under the Social Security Agreement of your country.
A proof of residence in Québec (photocopy) must include the name and address of AT LEAST one of the persons to be REGISTERED. It can be:
- rental lease (complete)
- deed of house purchase (complete)
- attestation of employment confirming that you will be holding a job for longer than 6 months. The attestation must have been provided during the 30 days preceding your request.
If none of the above documents can be provided, send a solemn affirmation from your landlord.

New residents in Québec are eligible for coverage after iving in Québec for three months. If you come from elsewhere in Canada, you will be reimbursed by your province of origin for any claims made during this initial period. Landed immigrants are eligible for immediate health coverage from the valid date of their immigration papers (e.g. work permit, etc).
 Always carry your "Carte Soleil".
Coverage includes:
- Medical consultation and periodical prevention examinations (once a year).
- Hospitalization (in a 4-patient room) and surgery when recommended by a doctor, plus any tests, drugs or treatment received in hospital.
- Obstetric, prenatal and postnatal care.
- Eye examinations by qualified optometrist, up to 18 years and over 65 years old.
- Most dental care for children under 10 , except cleaning.
- Québec's health care system pays all eligible costs directly, when the ”carte soleil” is presented. The patient need not advance any funds.
 HOW IT WORKS
In Québec, we refer to family doctors & CLSC’S for preventative medicine, check-ups and non-emergency or chronic medical problems that can wait for appointments.
You and your family have three ways of obtaining emergency treatment; family clinics or CLSC’S, the private emergency clinics or the emergency wards of the hospitals. Where to go first depends on the urgency of the problem, the time of day and personal preference. | TOP

These are the gateways to Québec's social health and community services system. A person can go to a CLSC to obtain help with any kind of physical, psychological, or social problem. If the centre cannot handle the problem the caller will be referred to the appropriate institution. www.clsc-chsld.qc.ca
The main services offered by the CLSC are:
- Family and Child Health Services (prenatal classes, well-baby clinics, free immunizations, parenting courses and counselling)
- Home Care Services (for mother and child)
- Home Care Services (handicapped and/or elderly people, caregiver support group)
- Material and emotional support for people who lose their self-sufficiency, allowing them to remain at home
- Health for young people (including hygiene, nutrition, sexuality, drug prevention, tobacco use, alcoholism and even babysitting courses)
- Social Services: Welcoming committees, orientation intervention
- Mental Health: stress control, suicide prevention, dealing with depression, violence, separation and divorce
- Community action assistance to the population, voluntary transportation services and friendly visits
- Travellers clinic, vaccinations
- Medicare card renewals
- Birthing centre with mid-wives (available at CLSC Lac Saint-Louis)
- Occupational Health Services

HEALTH LINE: Nurse available 24 hours a day, 7 days a week by telephone (serving residents of Pointe-Claire, Kirkland, Beaconsfield, Baie-d'Urfé, Ste-Anne-de-Bellevue and Senneville). Call 697-4110 and ask for the Health Line.
FAMILY CLINICS
Ask your friends and neighbours for their recommendations. Call the hospitals or check the Yellow Pages under the section "Physicians & Surgeons" for individual doctors and specialists, and under "Clinics - Medical" for family clinics.
Most doctors have offices in private family clinics. During the working day, there is a doctor on call for minor ailments and emergencies without appointment. For chronic sickness, your family doctor will refer you to appropriate specialists.
PRIVATE EMERGENCY CLINICS
The emergency clinics are open for extended hours, seven days a week. They have specialized experienced emergency care personnel on staff, and some offer radiology and laboratory facilities on site. Their strength is immediate service for emergencies. While their professional services are free, there is a charge for consumables used to treat you. | TOP

| HOSPITAL EMERGENCY CENTRES
Hospital emergency wards provide daily 24-hour emergency care. They are fully equipped to handle major emergencies and trauma cases as well as minor emergencies at night. Priority of treatment depends on the severity of the need, not first come first served. If it is not urgent, you'll have to wait longer.

Emergency clinics can provide very quick emergency treatment. Waiting lines are often much shorter. Hospital emergency wards will schedule patients by degree of urgency so patients with less serious problems may wait.
DENTISTS
Consult the phone book for names or ask friends and neighbours. Don’t forget, children under 10 receive free dental care (one annual check- up)
Children's emergency dental treatment is also available through the Montréal Children's Hospital. Call 934-4479.
SERVICE AGENCIES
If you need information on specific services, call the West Island Community Resource Centre at 694-6404. They will supply lists and phone numbers of many community and service associations on the West Island.
DRUG INSURANCE PLAN
As of January 1997, the Prescription Drug Insurance Plan guarantees basic coverage for all Québecers. Prescription Drug Insurance coverage is obligatory and you must contribute financially. You either have a private plan (through your employer) or you must subscribe to the public plan. The insurance premium varies but there is an amount contributed every three months (maximum $25) when a prescription is filled. Youth under 18 and full time students aged 18-25 benefit from their parents plan.
If you already have access to a group plan you are not required to register with the Régie or the Drug Insurance Plan. You must ensure that your spouse and children are also covered.
